Authorities in North Carolina have regained control of a regional jail after inmates overpowered correctional officers, took two guards hostage, and briefly seized parts of the facility in a dramatic incident that prompted a large-scale response involving local, state, and federal law enforcement.
Chaos unfolded early Monday morning at the Bertie-Martin Regional Detention Center in Windsor, North Carolina, after inmates overpowered correctional officers and temporarily took control of sections of the jail.
According to state authorities, the disturbance began at around 5 a.m. when just three correctional officers were on duty supervising 88 inmates inside the 90-bed facility. During the uprising, inmates took two officers hostage while a third officer managed to escape and alert authorities.
The incident immediately triggered a massive law enforcement response involving local police, the North Carolina State Bureau of Investigation (SBI), and the Federal Bureau of Investigation (FBI).
Following several hours of negotiations, the inmates released the two hostage officers along with 80 prisoners. Eight inmates remained inside the facility before heavily armed officers entered the jail and successfully regained control. Most of the remaining inmates surrendered peacefully once law enforcement moved in.
Authorities confirmed that all inmates and correctional staff have now been accounted for and that those who sustained injuries received medical treatment. Officials have not disclosed the extent of the injuries suffered by the two hostage officers, saying only that they were transported for medical care after their release.
The Bertie-Martin Regional Detention Center serves Bertie and Martin counties in eastern North Carolina and primarily houses pretrial detainees and inmates serving short-term sentences. Following the takeover, every inmate was transferred to other correctional facilities while investigators assess damage inside the jail and determine what triggered the disturbance.
One of the biggest questions emerging from the incident is how only three officers came to be supervising nearly 90 inmates. Authorities have yet to explain the staffing levels at the time of the uprising, though the issue has already sparked concerns about correctional officer shortages and jail security.

North Carolina Governor Josh Stein condemned the attack, describing it as a horrifying incident and insisting that those responsible would face the full consequences of the law.
“The perpetrators must be held accountable for this horrifying action,” the governor said. He also stressed the need to improve recruitment, retention, and compensation for correctional officers to reduce the likelihood of similar incidents in the future.
Investigators are still working to determine what caused the takeover. Officials have not revealed whether inmates used weapons, whether force was employed when officers retook the jail, or whether the disturbance was part of a coordinated escape attempt.
Those details are expected to emerge as the investigation progresses. Prison and jail uprisings remain relatively rare in the United States, particularly incidents involving the temporary seizure of an entire detention facility. Security experts note that such events often expose underlying issues, including staffing shortages, overcrowding, operational challenges, or inmate grievances, though investigators have not yet linked Monday’s incident to any specific cause.
