Canadian Finance Minister François-Philippe Champagne has issued a direct invitation for the United Kingdom to “team up” with a proposed new economic alliance between Canada and the European Union, framing the partnership as a necessary response to a rapidly changing global order.
“This is all about the substance, to build an alliance of the future,” Champagne told reporters. “The world has changed. America has changed. So we need to change.”
The minister’s comments follow a landmark proposal by European Commission President Ursula von der Leyen to open the door for Canada to become the EU’s first-ever “associate member.” Canadian Prime Minister Mark Carney recently addressed the European Parliament in Strasbourg, championing the concept of an “alliance of the future” built among like-minded “middle powers” focused on economic growth, resilience, and security.
Champagne emphasized the natural synergy between London and Ottawa, noting that the two nations share deeply aligned values and a common vision for the world. “We are independent and sovereign, but we are stronger together,” he stated, suggesting that the UK’s post-Brexit positioning could find a powerful new anchor in this transatlantic triangle.

The push for closer ties comes against the backdrop of a bitter and escalating trade war between Canada and the United States. Following the collapse of trade talks in August, both nations have engaged in tit-for-tat tariffs. US President Donald Trump has further threatened to impose heavy tariffs on the EU if the proposed Canadian associate membership is deemed “hostile” to American interests, recently labeling Canada a “terrible trading partner.”
Champagne offered a frank assessment of the conflict, asserting that Canada’s retaliatory tariffs were a measured, strategic defense of its national interests. “We responded because at some stage you have to say ‘enough is enough’. No one can infringe on our economic sovereignty… the world took notice,” he said, adding that the dispute has provided a “golden opportunity” for Canada to diversify its economic partnerships and support affected industries “whatever it takes.”
While the UK successfully renegotiated its own trade deal with the US last year, the emerging Canada-EU framework presents both a challenge and an opportunity for British diplomacy. The proposed alliance envisions Canadian participation in EU university, scientific research, AI, and defense funding schemes, alongside enhanced mobility for young citizens and the secure supply of critical minerals and energy.
As details of the “associate membership” remain to be formalized, the overarching message from Ottawa is clear. In an era where economic integration is increasingly weaponized, Canada is actively building a coalition of the willing and it is extending a hand to the UK to help shape the architecture of tomorrow’s global economy.
